210: Conflict of Interest-School Board Members
The purpose of this policy is to observe state statutes regarding conflicts of interest and to engage in school district business activities in a fashion designed to avoid any conflict of interest or the appearance of impropriety.
211: Criminal or Civil Action Against School District, School Board Member, Employee, or Student
The purpose of this policy is to provide guidance about the school district's position, rights, and responsibilities when a civil or criminal action is pending against the school district, or a school board member, school district employee, or student.
214: Out-of-State Travel by School Board Members
The purpose of this policy is to control out-of-state travel by school board members as required by law.

The purpose of this policy is to provide a fair employment setting for all persons and to comply with state and federal law.
404: Employment Background Checks
The purpose of this policy is to maintain a safe and healthful environment in the school district in order to promote the physical, social, and psychological well- being of its students. To that end, the school district will seek a criminal history background check for applicants who receive an offer of employment with the school district and on all individuals, except enrolled student volunteers, who are offered the opportunity to provide athletic coaching services or other extracurricular academic coaching services to the school district, regardless of whether any compensation is paid, or such other background checks as provided by this policy. The school district may also elect to do background checks of other volunteers, independent contractors, and student employees in the school district.

The purpose of this policy is to provide guidance to school district employees as to the data the school district collects and maintains regarding its personnel.
407: Employee Right to Know-Exposure to Hazardous Substances
The purpose of this policy is to provide school district employees a place of employment and conditions of employment free from recognized hazards that are likely to cause death or serious injury or harm. (Minn. Stat. Œ_ 182.653, Subd. 2)
410: Family and Medical Leave Policy
The purpose of this policy is to provide for family and medical leave to school district employees in accordance with the Family and Medical Leave Act of 1993 (FMLA) and also with parenting leave under state law.
The purpose of this policy is to identify school district business expenses that involve initial payment by an employee, and qualify for reimbursement from the school district, and to specify the manner by which the employee seeks reimbursement.
The purpose of this policy is to maintain a learning and working environment that is free from harassment and violence on the basis of race, color, creed, religion, national origin, sex, age, marital status, familial status, status with regard to public assistance, sexual orientation, or disability.

The purpose of this policy is to make clear the statutory requirements of school personnel to report suspected maltreatment of vulnerable adults.
414FRM: Confidential Student Maltreatment Reporting Form
The school board recognizes that chemical use and abuse constitutes a grave threat to the physical and mental well-being of students and employees and significantly impedes the learning process. Chemical use and abuse also creates significant problems for society in general. The school board believes that the public school has a role in education, intervention, and prevention of chemical use and abuse. The purpose of this policy is to assist the school district in its goal to prevent chemical use and abuse by providing procedures for education and intervention.
418: Drug-Free Workplace/Drug-Free School
The purpose of this policy is to maintain a safe and healthful environment for employees and students by prohibiting the use of alcohol, toxic substances, medical cannabis, and controlled substances without a physician’s prescription.
418FRM: Acknowledgement-Drug Free Workplace/Drug-Free School
The purpose of this policy is to maintain a learning and working environment that is tobacco free.
Public concern that students and staff of the school district be able to attend the schools of the district without becoming infected with serious communicable or infectious diseases, including but not limited to, Human Immunodeficiency Virus (HIV), Acquired Immunodeficiency Syndrome (AIDS), Hepatitis B, and Tuberculosis, requires that the school board adopt measures effectively responding to health concerns while respecting the rights of all students, employees, and contractors, including those who are so infected. The purpose of this policy is to adopt such measures.
423: Employee-Student Relationships
The school district is committed to an educational environment in which all students are treated with respect and dignity. Every school district employee is to provide students with appropriate guidance, understanding, and direction while maintaining a standard of professionalism and acting within accepted standards of conduct.
The purpose of this policy is to ensure that qualified teachers are employed by the school district and to fulfill its duty to ascertain the licensure of its teachers.
427: Workload Limits for Certain Special Education Teachers
The purpose of this policy is to establish general parameters for determining the workload limits of special education staff who provide services to children with disabilities receiving direct special education services 60 percent or less of the instructional day.

The purpose of this policy is to provide for a safe and healthful educational environment by enforcing the school district’s policies against contraband.

The purpose of this policy is to enhance the education of students by establishing expectations of dress and grooming that are related to educational goals and community standards.
505: Distribution of Non School Sponsored Materials on School Premises by Students and Employees
The purpose of this policy is to protect the exercise of students and employees free speech rights, taking into consideration the educational objectives and responsibilities of the school district.
The purpose of this policy is to ensure that students are aware of and comply with the school district’s expectations for student conduct. Such compliance will enhance the school district’s ability to maintain discipline and ensure that there is no interference with the educational process. The school district will take appropriate disciplinary action when students fail to adhere to the Code of Student Conduct established by this policy.

507: Corporal Punishment of Students
The purpose of this policy is to describe the limitations on corporal punishment of students.
509: Enrollment of Non-Resident Students
The school district desires to participate in the Enrollment Options Program established by Minn. Stat. 124D.03. The purpose of this policy is to set forth the application and exclusion procedures used by the school district in making said determination.
509FRM: Enrollment Options Application
A safe and civil environment is needed for students to learn and attain high academic standards and to promote healthy human relationships. Bullying, like other violent or disruptive behavior, is conduct that interferes with a student's ability to learn and/or a teacher’s ability to educate students in a safe environment. The school district cannot monitor the activities of students at all times and eliminate all incidents of bullying between students, particularly when students are not under the direct supervision of school personnel. However, to the extent such conduct affects the educational environment of the school district and the rights and welfare of its students and is within the control of the school district in its normal operations, the school district intends to prevent bullying and to take action to investigate, respond to, and to remediate and discipline for those acts of bullying which have not been successfully prevented. The purpose of this policy is to assist the school district in its goal of preventing and responding to acts of bullying, intimidation, violence, reprisal, retaliation, and other similar disruptive and detrimental behavior.
515: Protection and Privacy of Student Records
The school district recognizes its responsibility in regard to the collection, maintenance, and dissemination of pupil records and the protection of the privacy rights of students as provided in federal law and state statutes.
515FRM: Request to Withhold Directory Information Form
The purpose of this policy is to set forth the provisions that must be followed when administering medication to students during the regular school day. It is the intent of this policy to ensure safe administration of medications to students by school personnel and to provide authorization of student emergency self-administration of medication from asthma inhalers, epinephrine pens and insulin pens. The board encourages collaboration between parents/guardians and the school in these efforts.

As a means of enhancing the health and safety of its students, staff and visitors, the school district will acquire, administer, and store doses or an opiate antagonist, specifically Naloxone (Narcan), and administration devices or kits for emergency use to assist a student, staff member, or other individual believed or suspected to be experiencing an opioid overdose on school district property during the school day or at school district activities.
519: Interviews of Students by Outside Agencies
The purpose of this policy is to establish procedures for access to students by authorized individuals during the school day.
Occasionally, the school district utilizes surveys to obtain student opinions and information about students. The purpose of this policy is to establish the parameters of information that may be sought in student surveys.
521: Student Disability Non-Discrimination
The purpose of this policy is to protect disabled students from discrimination on the basis of disability and to identify and evaluate learners who, within the intent of Section 504 of the Rehabilitation Act of 1973 (Section 504), need services, accommodations, or programs in order that such learners may receive a free appropriate public education.
522: Title IX Sex Non-Discrimination, Grievance Procedure & Process
Students are protected from discrimination on the basis of sex pursuant to Title IX of the Education Amendments of 1972 and the Minnesota Human Rights Act. The purpose of this policy is to provide equal educational opportunity for all students and to prohibit discrimination on the basis of sex.
523: Policies Incorporated by Reference
Certain policies as contained in the school district’s policies are applicable to students as well as to employees. In order to avoid undue duplication, the school district provides notice by this section of the application and incorporation by reference of the following policies which also apply to students.
524: Internet, Technology, & Cell Phone Acceptable Use and Safety
The purpose of this policy is to set forth policies and guidelines for access to the school district computer system and acceptable and safe use of the Internet, including electronic communications.

The purpose of this policy is to recognize that violence has increased and to identify measures that the school district will take in an attempt to maintain a learning and working environment that is free from violent and disruptive behavior.
The purpose of this policy is to maintain a safe learning environment for students and staff that is free from hazing. Hazing activities of any type are inconsistent with the educational goals of the school district and are prohibited at all times.

527: Student Use and Parking of Motor Vehicles, Patrols, Inspections and Searches
The purpose of this policy is to provide guidelines for use and parking of motor vehicles by students in school district locations, to maintain order and discipline in the schools and to protect the health, safety and welfare of students and school personnel.
529: Staff Notification of Violent Behavior by Students
In an effort to provide a safe school environment, the assigned classroom teacher and certain staff members should know whether a student to be placed in the classroom has a history of violent behavior. Additionally, decisions should be made regarding how to manage such a student. The purpose of this policy is to address the circumstances in which data should be provided to classroom teachers and other school staff members about students with a history of violent behavior and to establish a procedure for notifying staff regarding the placement of students with a history of violent behavior.

The school board recognizes the need to display an appropriate United States flag and to provide instruction to students in the proper etiquette, display, and respect of the flag. The purpose of this policy is to provide for recitation of the Pledge of Allegiance and instruction in school to help further that end.
532: Use of Peace Officers and Crisis Teams to Remove Students with IEPs from School Grounds
The purpose of this policy is to describe the appropriate use of peace officers and crisis teams to remove, if necessary, a student with an individualized education program (IEP) from school grounds.
The purpose of this policy is to set forth methods that promote student wellness, prevent and reduce childhood obesity, and assure that school meals and other food and beverages sold and otherwise made available on the school campus during the school day are consistent with applicable minimum local, state, and federal standards.
It is the responsibility of the district to provide meals to all students. It is the responsibility of students and parents to keep their account balance positive. Families may apply for free/reduced price meal benefits anytime during the school year. Meal applications are distributed to all families in the district prior to the student's first day of classes. In addition, applications are available online or with the business manager's office at any time. If household income or size change families can apply for meal benefits anytime during the school year.
535: Service Animals in Schools
The purpose of this policy is to establish parameters for the use of service animals by students, employees, and visitors within school buildings and on school grounds.

601: School District Curriculum & Intructional Goals
The purpose of this policy is to establish broad curriculum parameters for the school district that encompass the Minnesota Graduation Standards and the federal No Child Left Behind Act and are aligned with creating the world’s best workforce.

606: Textbooks & Instructional Materials
The purpose of this policy is to provide direction for the selection of textbooks and instructional materials.
The purpose of this policy is the identify the status of religion as it pertains to the programs of the school district.
The purpose of this policy is to provide guidelines for student trips and to identify the general process to be followed for review and approval of trip requests.
The purpose of this policy is to recognize and provide guidelines in accordance with state law for parents who wish to have their children receive education in a home school that is an alternative to an accredited public or private school.
612.1: Development of Parental Involvement Policies for Title 1 Programs
The purpose of this policy is to encourage and facilitate involvement by parents of students participating in Title I in the educational programs and experiences of students. The policy shall provide the framework for organized, systematic, ongoing, informed and timely parental involvement in relation to decisions about the Title I services within the school district. The involvement of parents by the school district shall be directed toward both public or private school children whose parents are school district residents or whose children attend school within the boundaries of the school district.
The purpose of this policy is to set forth requirements for graduation from the school district.
616: School District System Accountability
The purpose of this policy is to focus public education strategies on a process which promotes higher academic achievement for all students and ensures broad-based community participation in decisions regarding the implementation of the Minnesota Academic Standards and the federal law. The school board is accountable to the public. The superintendent is accountable to the school board to execute the policies of the school board. The principals are accountable to the superintendent and the teachers and most of the rest of the staff are accountable to the principals.
618: Assessment of Student Achievement
The purpose of this policy is to institute a process for the establishment and revision of assessments to measure achievement toward meeting the Minnesota Academic Standards, track academic progress over time, and provide Minnesota graduates information related to career and college readiness.
The purpose of this policy is to recognize student achievement which occurs in Post- Secondary Enrollment Options and other advanced enrichment programs. The purpose of this policy also is to recognize student achievement which occurs in other schools, in alternative learning sites, and in out-of-school experiences such as community organizations, work-based learning, and other educational activities and opportunities. The purpose of this policy also is to address the transfer of student credit from out-of-state, private, or home schools and online learning programs and to address how the school district will recognize student achievement obtained outside of the school district.
621: Literacy and the Read Act
This policy aligns with Minnesota law established in the Read Act and on other topics related to reading.
The purpose of this policy is to recognize and govern online learning options of students enrolled in the school district for purposes of compulsory attendance and address enrollment of students with an online learning provider for supplemental or full-time online learning.

The purpose of this policy is to provide for the development and maintenance of an inventory of the fixed assets of the school district and the establishment and maintenance of a fixed asset accounting system.

707: Transportation of Public School Students
The purpose of this policy is to provide for the transportation of students consistent with the requirements of law.
708: Transportation of Non-Public School Students
The purpose of this policy is to address transportation rights of nonpublic school students and to provide equality of treatment in transporting such students pursuant to law.

The purpose of this policy is to provide for the transportation of students consistent with the requirements of law.

710: Extracurricular Transportation
The purpose of this policy is to make clear to students, parents, and staff the school district's policy regarding extracurricular transportation.
711: Video Recording on School Buses
The transportation of students to and from school is an important function of the school district, and transportation by the school district is a privilege and not a right for an eligible student. The behavior of students and employees on the bus is a significant factor in the safety and efficiency of school bus transportation. Student and employee misbehavior increases the potential risk of injury. Therefore, the school district believes that video recording student passengers and employees on the school bus will encourage good behavior and, as a result, promote safety. The purpose of this policy is to establish a school bus video recording system.
712: Video Surveillance Other Than On Buses
Maintaining the health, welfare, and safety of students, staff, and visitors while on school district property and the protection of school district property are important functions of the school district. The behavior of individuals who come onto school property is a significant factor in maintaining order and discipline and protecting students, staff, visitors, and school district property. The school board recognizes the value of video/electronic surveillance systems in monitoring activity on school property in furtherance of protecting the health, welfare, and safety of students, staff, visitors, and school district property.
713: Student Activity Accounting
The school board recognizes the need to provide alternative paths to learning, skill development for its students, and activities for student enjoyment. It also understands its commitment to and obligation for assuring maximum accountability for public funds and student activity funds. For these reasons, the school board will assume control over and/or oversee funds for student activities as set forth in this policy.
The purpose of this policy is to create new fund balance classifications to allow for more useful fund balance reporting and for compliance with the reporting guidelines specified in Statement No. 54 of the Governmental Accounting Standards Board (GASB).
721: Uniform Grant Guidance Regarding Federal Revenue Sources
The purpose of this policy is to ensure compliance with the requirements of the federal Uniform Grant Guidance regulations by establishing uniform administrative requirements, cost principles, and audit requirements for federal grant awards received by the school district.
The school district recognizes its responsibility relative to the collection, maintenance, and dissemination of public data as provided in state statutes. Different types of data are retained for different periods of time. (See Royalton Schools Retention of Document Schedule)

802: Disposition of Obsolete Equipment & Material
The purpose of this policy is to provide guidelines for the superintendent to assist in timely disposition of obsolete equipment and material.
The purpose of this Model Crisis Management Policy is to act as a guide for school district and building administrators, school employees, students, school board members, and community members to address a wide range of potential crisis situations in the school district. For purposes of this Policy, the term, school districts, shall include charter schools. The step-by-step procedures suggested by this Policy will provide guidance to each school building in drafting crisis management plans to coordinate protective actions prior to, during, and after any type of emergency or potential crisis situation. Each school district should develop tailored building-specific crisis management plans for each school building in the school district, and sections or procedures may be added or deleted in those crisis management plans based on building needs. The school district will, to the extent possible, engage in ongoing emergency planning within the school district and with emergency responders and other relevant community organizations. The school district will ensure that relevant emergency responders in the community have access to their building-specific crisis management plans and will provide training to school district staff to enable them to act appropriately in the event of a crisis.
The purpose of this policy is to assist the school district in promoting health and safety, reducing injuries, and complying with federal, state, and local health and safety laws and regulations.

The purpose of this policy is to provide guidelines for community use of school facilities and equipment.
903: Visitors to School District Buildings and Sites
The purpose of this policy is to inform the school community and the general public of the position of the school board on visitors to school buildings and other school property.
904: Distribution of Materials on School District Property by Non-School Persons
The purpose of this policy is to provide for distribution of materials appropriate to the school setting by non-staff and non-students on school district property in a reasonable time, place, and manner which does not disrupt the educational program nor interfere with the educational objectives of the school district.
